I regret that it now appears unlikely that any suitable I.C. 8. officer will be forthcoming to fill the vacancy caused by HasWhirter's resignation. The only possible camiidate is J.H. Russell, aged nearly 40, who might accaps offer of appointment on contract.

He joined the I.C.8, and went to Burma in 1932, He served in District posts until the evacuation in 1942. Then for a spell in Reconstruction Department of Secretariat with Government of Burma in India. Thon with British Military Administration of Burma as a It. Colonel in posts corresponding to Deputy. He is reported to be a strang personality highly intelligent and full of enthusiasm and energy but inclined to be self-opinionated and over forceful.

As Oxford wishes to continue to serve among Arabic speaking peoples he should now be ruled out of consideration for Hong Kong, and failing Russell I can only suggest tho immediate appointment of a cadet with sufficient experience to go out without a preliminary training course.
